Got them for free when the program started, shoulda gotten 3 but didn't look far enough ahead. The transponders cost the state about $5-6 so the cost can get covered pretty fast. And the goal probably isn't profit, but to break even over some unspecified period of time.
They get your money in their bank account and presumably get some interest off it. They recharge at whatever level you set, so it gives them a sort of annuity when multiplied over a couple hundred thousand EZ Pass accounts. Figure $30 x 200,000 = $6.0 M with a chunk of that being recycled on a monthly basis, adds up to a nice flow of interest.
They save money on staffing at toll booths, which is a biggie. Eventually the goal of automated toll collections is to have just one or two lanes with a person in them, like they do around Orlando.
I like the system and use it often going to NYC, Maine and upstate NY. My daughter has one of the transponders in her car in Maine so she never has to think about toll money. Very convenient.
