That's mostly due to wheel damage issues. a 17" wheel does not have a lot of sidewall between it and the road. If you like where there is a Winter frost/pothole season, that's the way to go. As an alternative, you can buy forged 17" wheels, but that will set you back a bundle.
17" will give you slightly quicker handling do to less sidewall. Shorter sidewalls mean less flex in the tire between wheel and pavement. They also mean a harsher ride. 16" is a nice compromise.
17" wheels will also reduce acceleration slightly by increaseing wheel weight and displaying overall weight further from the hub. Rotational weight is very important in accelerating. Likewise they increase unsprung weight which degrades handling. 16" is the same effect to a lesser degree but again is a nice compromise.
