I've got around 6 very old Lawn Boys that were left at the curb in the Spring. I shoot some carb cleaner into the carb, pump the primer, and if desparate use starting fluid to get it started. Then I run carb cleaner in the gas for a year. I've got some very reliable mowers.
I had a cheapo house brand B&S 3hp 20" mower that I used on a few different 1/3 or so acre yards for over 20yrs. When I started collecting old Lawn Boys, I sold it for $20, paying $75 originally. Every fall I changed the oil after running it out of gas. I cleaned the plug and put a teaspoon of oil in the cyl before putting the plug back. Also sharpened the blade. It never balked.
I like that you are changing the oil in the fall, but agree it would be a good idea to just refill right away. I really think the best thing you could do is to run your gas dry at the end of the year. I'm guessing most if not all of your trouble is with varnish in the carb. I've got and given away a lot of mowers to back up the concept.
I've replaced plugs, but they rarely seem to go bad even in my 2cycles.
Unrelated, but I think the key to a nice cut is a sharp blade, really sharp. Clean cut is easier on the grass, mower, and makes the lawn look sharp and stay healthy. I sharpen mine 2-3 times/yr. More important than brand or style of mower, I think.
