The CARS program applies to new cars only. I would guess that used cars in the $15K range would take a price hit since one can buy a new $15K small car, i.e. a Hyundai, etc. and receive the $3500 - $4500 bonus, or buy a $18,500 - $19,500 new car and get it for the same $15K.
Come to think of it, what is the mileage figure for her van? She might be eligible for the program if she gets a new car.
