I am pretty sure most if not every credit card company prohibits the use the explicitly charging extra for credit cards, but most allow a discount for cash. I know that's dumb, but that's generally how merchant agreements work and violating them can get your agreements voided. OTOH, nothing prohibits you from simply not accepting credit cards on certain types of purchases - car dealers often do that - you can buy parts on your AmEx, but not the car they go in.

Personally, I'd mark everything up 5% and then offer a 5% cash discount.
