years or less, you (current/new owner) are liable for past due fees. if it's been registered non-op then you just pay the past year (current) fees. there is no grace period.
if it's been more than 3 years i don't think the current owner is liable for past due fees but there may be other hurdles 'cuz of time lapse.
you can get a temp moving permit from dmv so you can drive it to smog place, just make sure you're insured before driving it anywhere.
i don't know about the title issues, although as justin states the statement of facts would be a good place to start on dmv site.
you will obviously have to pass smog, which if you have completed before you go in will make life easier on you.
