I can't honestly say if SAAB made CA-specific 9000s; they did make CA-specific 900s. I am probably letting my experiences with aftermarket catalytic converters cloud my thinking. I do, however, know that if you check out the emissions certification label under the hood, you will see one to two certifications: 1. "Federally Certified" means the vehicle is only legal for 49-states original registration; 2. "50 State/California Certified" or "California Certified" - this identifies vehicles which either comply for emissions (again, referring to initial state of sale) anywhere in the U.S., or specifically in California. As neither of my 9000s have any mention of "California" on their emissions labels, I can only assume that they are "49-state" emission compliant. The only real difference would be the catalytic converter. Unfortunately, my home computer is currently deceased, and hence no access to my EPC.
