Rear fogs and Audi drivers

Ok. I don't want to lump all Audi drivers together but I sure do see a LOT of Audi drivers driving with rear foglights on. Especially when it is a clear night. Unscientifically, I'm saying a good 8 out of 10 have both front and rear fogs on in all but fog like conditions. Are the lights wired so that they both have to be on or do they not know what button does what? I am becoming quite annoyed with this lately. Mostly when I am blinded at night while following. Sorry for the mini rant.
