I am not a lawyer, and you may want to consult with one in the state you bought the car, especially if you have buddy there who is one, (or if you have a lawyer buddy who knows one in that state)...
That said, it sounds like you paid for the inspection, and therefore it is your report, in full including any output of the inspection such as "work orders". However, who you have recourse against, I would guess depends on who you paid for the inspection, and what the dealership "knew".
If you paid the dealership directly, it seems you have a case against them. It would seem to me that the seller is under no requirement to disclose anything as it should have been done by the dealership, and it may be argued he had a good faith assumption that it was.
If you paid the seller directly, and he paid the dealership, then things might get really complicated, depending on what the dealership knew/when, (such as you were paying for the inspection).
I would bring this up with the inspecting dealership that they withheld information from you that was material in your purchase decision, and you want a remedy, (even if it just what it would have cost them to make it right). If they don't budge, you might want to ask your local dealer for advise or take it to the Saab district manager / national hq, (although considering what is going on with Saab, they may not care).
You can always threaten to take to small claims court... while a pain for you as you are out of state, the seller might be more willing to pay than to go, and for the dealership, it is not only a pain, but they may higher a lawyer to defend themselves and find it cheaper/easier to settle. Although be careful in you timing and approach, once you mention lawsuit to the inspecting dealership, they may stop talking to you.
