Black Chrome - I used to use this when I did my own detailing. Tires look black but not "stupid shiny". Apply to a rag and wipe it on. If you're in a pinch and can only find the shiny stuff, spray it on then immediately wipe with a rag - this will get rid of the shine and leave you with a solid black matte tire.
Another method is to use a rag soaked in diesel fuel.
I think Mother's Back to Black also works well.
