I'm not sure if this works for you or not, but it worked for me when I had some weird issues with my latitude 131l (scroll function on the touchpad didn't work, none of the new windows open didn't have input focus and such). They call this 'cleaning flea power' or 'cleaning flea memory'.
You need to unplug the AC cord and remove the battery and all usb devices connected. After that press and hold the power button for 5-15 seconds. Restart you laptop having all the bits connected back together (battery, AC power and such). Although it didn't affect my bios settings at all this can probably affect yours so back it up (e.g. on a paper).
When troubleshooting my issue I found that solution among lots of posts regarding weird keyboard issues. Also one post I found was about NIC issue. Since that worked for me and my issue wasn't keyboard- or NIC-related I think you may find it worth trying on your laptop.
If the hint above doesn't work then you can give another try with some rescue boot cd. If this doesn't work either then that baby probably needs some h/w service (they don't do any soldering e.g. if a sound or keyboard or any other controller is failed they replace the whole mainboard). Contact Dell.
