I couldn't get rid of the sound! Particularly the annoying beep everytime someone joined a NetMeeting conference. I finally found the solution.
For your situation, if you haven't already, go to control panel and open the link to "Sounds and Audio Devices". Make sure it hasn't been changed to "No Sound".
My laptop had a separate link on the control panel for the sound card itself. I had to make a selection there to turn off the anoying beep. Maybe you need to make the reverse selection to activate sounds.
Another possibility is to click Start, then run, then type msconfig into the Open box and click OK. Select the "Start Up" tab and make sure the sound card is set to turn on at start up.
