This concept is just an extension of another, more general psychological phenomenon. I can't recall the name of it, but it basically states that the cognitive ability to judge one's own competence and others' competence in a particular area is on par with that same skill. In other words, people who are good at something are also good at evaluating that same ability in themselves and others, while those who are not good at the ability are woefully unaware of there own incompetence and others' superiority. When asked to rate themselves against others, everyone generally rates themselves as just above average. The interesting thing is that the people who are exceptional at a particular task mistakenly rate themselves as just above average not because of an erroneous self evaluation, but an assumption of a higher level of competence in the general population. When shown evidence of others' abilities, the exceptional performers are able to more accurately re-assess their own level of competence. On the other hand, even when shown the superior performance of those around them, the lesser performers are unable to recognise it and continue to rate themselves as above average.
