Of course, the cheapest way to call is to use Skype. But you need to have internet access - which may be problematic if someone here is only for two weeks. And it is not the most convinient way to receive calls. Nothing beats cellphone in this regard.
There are multiple prepaid cellphone options in the US. You can get just a SIM card for ~$5, or you can buy a complete phone for $20. T-mobile sells 1000 minute block for $100 - i.e. $0.10/minute. This is both for all incoming calls and for outgoing US calls.
Outgoing international calls would be expensive if dialed directly. It is better to buy a prepaid card - which would probably add another $0.05 per calls to western europe. The prepaid card number and PIN can usually be programmed into a cellphone for easy dialing - may need to use letter "p" to designate a pause.
Prepaid cell phones can be purchased at most major stores and supermarkets. Prepaid international phone card are sold everywhere. Both can be easily purchased over internet.
