Where did you read about the use of a proximity sensor, and that the shim to be inserted is meant to be a target for it? I heard the problem was traced to a piece of nylon friction material that may have swelled after absorbing moisture from the environment, causing the pedals not to return properly due to binding.

The TSB says the shim "will increase the clearance in between the internal mechanisms in the pedal assembly. This increased clearance will reduce the friction caused by wear and environmental conditions and allow the pedal to operate smoothly for the life of the vehicle." See link below for the full document.

The instructions show the shim being held in place by an existing "stopper" that must be levered down with a screwdriver in order to slide the shim in.

I don't get the impression that this friction lever constantly changes position with the pedal - more so that it resists the movement of the pedal to simulate the feel of a direct throttle linkage. The shim seems like it's meant to fix the position of the friction lever to prevent it from totally locking the pedal.

While I don't know enough about the accelerator pedal assembly to comment on the safety of this fix, my only take on it is that "precision-cut steel reinforcement bar" sounds a bit exaggerated. The actual parts look like simple stampings that were punched out of shim stock. But if their only purpose is to act as a spacer, well, that's what shim stock is for.
