The drawings associated with the repair show a clearance between components greater than the thickness of the shim stock. Reading the detailed table values accompanying the sketches reveals the clearances are less than the shim stock thickness, meaning it is actually used to wedge the components apart slightly. The artistic license used in the sketches confused me, making me believe the pedal transducer was sensing position without physically contacting another surface - hence my assumption of a proximity sensor.
I sure wish I could delete my initial post.
