I gotta be honest.. it might not be worth it to fix with the "Cash for Clunkers" for appliances, what is the cost differential of fixing vs. final out of pocket for the cheapest E-Star washer (one with a high speed spin)... On the washer itself moving up to an E-Star will only save you a little bit on the energy use of the washer, (washer itself & hot water heater) and in the water usage, However, you will gain a lot on you dryer (assuming you have on with moisture sense). A washer with high speed spin will remove a lot more water from you clothes which means your dryer will run a lot less... plus it will extend the life of your dryer as it will be running less, and the load going in will weigh a lot less.
In addition the high speed spin is better for the clothes as it will force out stuff that is dissolved in the water when the water is spun out, that otherwise would be left in the clothes when the water evaporates out in the dryer.
When it starts here in IL, I am going to get a new washer myself.
