I looked up how the sensor operates on the 1998 model. The sensor is a Negative Temperature Coefficient (NTC) type sensor, which means the resistance is high when it is sensor is cold, and low when the sensor is hot. The troubleshooting procedure in the manual just checks to see if the sensor is open, which would make the car think it's really cold, or shorted, which would make the car think it is really hot. The shop manual did not have resistance values.
Just to give you an idea, a typical sensor value at 20 deg C might be 1000 ohms, 100 ohms at 100 deg C, and 4000 ohms at -4.
Also when looking for the sensor, the ECT sensor had two pins on the connector, while the sensor for temperature gauge only has one pin.
