global temperature shifts, one way or the other.

There's a lot of science involved in this but the basic piece, as I understand it, is this: The colder temps in Europe and much of the Northern US and southern Canada this year are largely due to a stronger than usual Arctic Oscillation. That pushes colder air south--including the jet stream. Then there's a strong el Nino in the western Pacific this year that's driving in the moister air. With the cold being so dense and so far south, the warmer wetter air can't go north like it normally would so it dumps its load on the mid Atlantic and that also affects the south.

The Arctic, BTW, is actually warmer than normal and there's not as much sea ice forming, much less than almost from '79 to '00, except for '07, and this winter is tracking close to that. That's according to the National Sea and Ice Data Center which monitors this stuff.
