Assuming you have city water.........
You can purchase a water powered sump pump for back-up use that doesn't rely on a battery that will go dead after a day or so, or rely on a diligent home owner on the premises to connect a generator.
Effectively these use a venturi jet, conected to the city water line, and controlled by a float actuated valve. As the sump level hits the emergency level, the float rises, opens the valve, pressurized city water flows thru the venturi which siphons water out of the sump. When the sump level drops the float drops closing the valve in the city water line.
Neighbors who had battery pwered back-up sumps during the major east coast power outage of 2002(?) found their basements flooded as the batteries died powering their sumps. Neighbors relying on liquid fuel generators found their basements flooded when they ran out of gas and no fueling stations had electrical power to run their dispensors and computers. Neighbors with the water venturi style back-up pumps had dry basements, as did we as result of regularly scheduled bailing of the sump and both college age sons still at home.
