I have 28-80 and 75-300mm lenses which I used on my 30D for a little while. I missed the wide end with the APS-C sensor in the 30D, so I bought a Sigma 17-70mm, f2.8-4.5 non-"IS" lens. Sigma now makes that same lens with optical stabilization. Mine is very sharp.
I'm sure I won't be the only one to say this to you, but good glass (lenses) will always be good glass. I'd get the digital body and then evaluate your lens preferences after you've determined how you'll likely use a new lens. The 18-55 IS lens is fine, but you might find that a different lens will suit your preferences better.
I found that my (admittedly low-quality) Tamron 28-80 and 75-300 lenses really limit the capability of my new camera. The same is true of the film camera, but it's not as easily noticed when most of what you do is limited to 8x10 prints at the largest.
