You're right to be looking at it this way. You have a budget and need to get the most for your money. I spent $2K and $3.5K on cars for my daughters and went over each very thoroughly and those cars had service records. Both cars are fine (a 9K and '99 9-3).
So while you may not get service records, you can still go over the car thoroughly and even take it to a tech for a closer look. If it's on a used car lot, who knows what you're going to get: depends on the dealer. If it's a private sale you may be better off. Or not. It's a bit of a crap shoot with any used car.
You do want to be sure the tranny shifts well, as most domestic FWD cars have tranny issues. At 100K it may be a rebuilt. Or it could be fine. Or it could be on its way out. Know going in that a tranny rebuild costs more than $2500. If the car shifts well and the fluid is clean that's a good sign. If it shifts well and the fluid is dirty, that isn't bad either. If the fluid looks OK but the shifts are not smooth, then I'd worry, as the owner may be trying to mask a problem.
There are lots of good affordable used cars out there. Take your time to find a good one.
