I've been told that the nature of our Oklahoma red dirt/clay is so unstable as to make basements difficult to build and impossible to maintain. The ground shifts so much, it's a common occurrence here for foundations to settle and houses to sink; here in my small town (25,000) we have three different foundation restoration companies.
More and more, people here are purchasing drop-in, underground steel shelters, which don't suffer the same fate. These can be planned into a new house, or they can be planted under an existing garage. After the May 3 tornado, Oklahoma City residents were eligible for tax rebates for installing these shelters. Still, many folks have nothing.
I also think that you have to remember our nature to play the odds. While OK has a lot of tornadoes, the odds are low that you will actually ever have one near by. I've lived here for 23 years and we've seen one, very minor tornado in the county.
And finally, you have to know that when you live in tornado alley, you become immune to them. Tornado warnings are so common that we hardly notice, and when one is actually reported nearby, you can see the whole neighborhood standing out on their lawns trying to catch a glimpse. When the big May 3 tornado hit OKC, I remember one local TV meteorologist saying "This one's serious, people; get out of the yards."
