Good and Cheap is a tough combination - You'll have to find a used system if you want that.
I've lived off-grid for 15 years now, with the same Trace 4024 (now Xantrec) inverter the entire time. It can be used as a grid-tied inverter, and can even charge batteries off the grid using off-peak times or power feeds (depending on what your utility offers), but I use it to charge batteries off an propane generator when the solar panels don't produce enough power to keep up with our demand. SunnyBoy is likely a cheaper inverter option, since it doesn't have a battery charger.
You will need batteries if you want to have power when your grid feed goes dark.
