The early retirement, using defined benefit plans, basing retirement on the three highest years, allowing OT to count towards retirement calculations, the list of abuse is almost universal in the US in the public sector.
The excuse used to be the public sector workers were underpaid, and that the pension was an incentive to keep them in the jobs so we'd have experienced people in Gov't, but that's nonsense. Public workers are now paid at HIGHER rates than private jobs and they still get lucrative pensions, every holiday known to man, generous sick days with carryover provisions, and many work a very light work day.
It's not sustainable, but as noted, the legislature takes care of the public employees... and in most states, create cushy positions for their own to move into after leaving office.
It's a crime against the people.
