I have the -exact- same problem... new Sylvania TV at my mom's house, only with Cablevision instead. As someone pointed out, Sylvania someone picked a code that the "universal" remotes don't know; there are lots of these complaints on the web. I even called Sylvania customer service and they basically told me that it is what it is. Like your case, my mom is currently using 2 remotes, the cable remote to change channels, and the TV remote for the volume control.
I have come up with 2 potential solutions, but I haven't gotten around to implementing either:
1. you need universal remote with LEARNING capability. Then the code does not have to be known, b/c you teach it by holding the old and new remotes face to face. I have sitting here beside me one such device a Sony Model # RM-VL600, which I bought cheap on a discount electronics site. If you search for that or one similar unit I believe it should solve your problem.
The nly downside: the learning remotes can be pricey, and can be slightly more complicated to use for a non-techie.
2. Not sure about Uverse, but for the cable box the reason that the cable remote can't do sound is b/c I am set up to use HDMI (to transfer the video signal from the cable box to the TV). Instead if I switch the connection to Component for video + RCA cable for sound then the cable remote and cable box will control the (now analog) sound! This -will- work, too, the disadvantage being of course a slight but probably imperceptible degradation in video quality. I haven't gotten around to trying this, either, mostly b/c I like the clean single HDMI cable as opposed to the 5 cables required for component set-up.
Anyway, not having tried either, I've though about it a lot and I'm pretty sure both of these will work!
