The highest gas tax is California, and that's only 64 cents per gallon. Hardly 1/2 the price! NJ is about half that.

The extant tolls to get into NYC don't cover a lot of crossings from other parts of NYC. From NJ, yes, and from Staten Island, but there are still "free" paths into Manhattan from other boroughs. So a congestion fee might still make some sense.
The tolls exist on the newer crossings, mostly where the toll was probably a "selling point" that the toll would pay for the bridge/tunnel... And that's probably how new projects will b e funded.
Of course, Governments being run by politicians, the monies won't be restricted to those projects, and will be available in the general fund... If the NJ turnpike actually spent all its' toll money on fixing and maintaining the turnpike, it would be the world-class road it thinks it is...
