There are no dowel pins on the cam cover, so if you start in the center and move out, there is more of a chance of the cover being misaligned at the corners. With the head, you are actually deforming the gasket. If you started at each end and moved in towards the center, there is the possibility squishing the head gasket material towards the middle, so that you would not get a good seal in the center.
So, I can see the logic to the bolts on both long sides first. And the low bolt torque rules out much gasket (o-ring) creep.
