If the engine is truly a Honda knock-off, look for the float bowl on the carburetor. Unbolt the bowl (single bolt on the bottom), and clean the ethanol jelly out from the bottom of the bell. Spray some carburetor cleaner up into the jet and make sure the float is not binding. I never had a problem until all the gasoline became E10 in our area. Now I have to clean the bowl once a season.
