As I understand it, 2012 will be a new 9-3 on a new chassis (SAAB only chassis developed from epsilon1 iirc), possibly even with some subtle connection to the older "9-3"s (ie c900) in aesthetics (including a hatch). Of course nobody knows for sure...
On some level, it wouldn't surprise me if the 1.6L was *one* of the engine options, and possibly even the gas part of a hybrid option (there was talk of this early on)... remember the hybrid vert? wonder if they have something like that up their sleeve? the 1.6L would be loads of power in that case!
1.6L also makes sense for the new 9-2.
remember also where SAAB started: light aerodynamic cars with small 2 stroke engines... if you want a SAAB that's a SAAB, maybe smaller engines are not a bad angle...
all of this is pure speculation of course...
