Low car ownership rate means the geographic region does not require a reliable car for essential transportation needs. Mass transit is often available in those places
Low car ownership rate also means owning a car can be a status symbol. Parking cost (due to population density associated with workable mass transit) and licensing cost may well exceed the cost of keeping a car.
German marquees do well in those places. "German engineering" really refers to brand engineering; i.e. marketing. MB and BMW have seen perennial success at that game, and VW is the company that uses the term "German engineering" in its ads in the hopes of capitalizing on that marquee recognition that MB and BMW have built over the decades.
On top of that, people who can not afford cars and/or can not afford to pay much for cars often make the mistake of equating higher prices with "better," when "better" is a very subjective thing and can be different for different people and even to the same person at different times and/or under different circumstances.
