Um, no it's not. I bought an expensive piece of used test equipment on ebay, which arrived non-functioning. When the seller refused to accept it back, I filed a complaint with Paypal. After a very short investigation, they decreed that I had no recourse because he shipped me something. I ended up talking to someone on the phone who actually flat out said to me that as long as I receive a package from the seller, even if it's an empty box, they consider that a good transaction. Luckily, I paid for the item from my Visa card, so I contacted them, provided proof that I returned the item, and the money was refunded to my card.
I've never heard of the 60 day moratorium you describe; it may be a new policy. If you think about it for a second though, it doesn't really change anything. If they deny your claim, you will still not get your money back. The 60 day delay is just smoke and mirrors.
