It may be possible to patch it from the inside with fiber glass and epoxy. The finished result will depend upon if the rip has clean edges which can be taped back into position on the 'outside', then repaired on the 'inside'. Also depends where the rip is and if there is any room or hardware mounted near to where the rip is.
If the bumper is painted, then getting a clean paint match/transition will be key.
Of course, the repair won't be as flexible as the bumper. I did this on my old C900 years ago, and just painted the outside of the entire bumper. I roughened the surface of the bumper on the inside, making sure it was really clean before epoxying. Not sure how the materials from the C900 and todays plastics differ, so testing the epoxy on the inside of the bumper might be worthwhile to make sure it won't 'melt' the bumper.
