Look on YouTube for an episode of Wheeler Dealers from the BBC where they fix up a BMW 8-series. The mechanic uses a process that involves grinding material away from the crack, drilling a number of holes, then patching it with fiberglass mesh and a special epoxy that is squeezed into the holes. Once hardened, it's sanded down like ordinary filler and then painted.
The real question is how much the above would cost versus finding a decent bumper skin from a junkyard - either in the same color, or painting it to match. If the part can be found easily and cheaply, this would save big time on labor costs.
