I agree - I think your current configuration should work - the 20 pin ATX and 4 pin EPS connectors should be adequate. I would be concerned about running a 95w quad core with only 350w of power, though. It COULD be that the SL-350 has multiple rails, and can't provide enough watts on a single rail to power the CPU. That's a trick power supplies frequently use to boost their ratings - a 350w power supply is useless if it's got four 75w rails, for example (I made that up to illustrate the point).
Personally, I would invest in a new power supply. There is always a good deal on a modern 500w+ power supply out there. Newegg has the EA380 (with two rails) for $25 after rebate. That would get you done, although for $32 they have a 430w Thermaltake that would put you into the clear.
That all said, you may have a defective part. I think as is it should at least POST.
