I'm peripherally connected to use of these things, as I do work in marcomm and the printing industry. The things are popping up in all kinds of printed materials (ads, brochures, posters, billboards, window displays, newsletters, bills and statements, etc.) Part of the idea is that (assuming one has a smartphone) they are easier/more spontaneous for a lot of people to deal with than keying in a URL. And, in the case of ones appearing on a bill/statement, they can be personalized to the recipient.
All they really are is a fancy barcode. It's too early to tell how they will fly. I think they won't exactly flop, but will be one of those things that some people use and others ignore.
Other technologies are coming soon that will make them an "Oh, remember those?" kind of thing.
