Do you use a Di-Chlor or Tri-Chlor stabilized chlorine? These compounds are famous (infamous?) for causing this problem.
I used a stabilized product for two seasons, had the issues you describe, then reverted to granular Calcium Hypochlorite. Old school, but it works great. Clear water, lower cost, the calcium neutralizes the acid rain so pH adjustments are almost never needed (I still check regularly). The only down-side is finding the stuff in large (60 pounds and larger) quantities. I bought a 90# drum on-line from DoItBest and had it drop shipped at no cost to a local hardware store, the best deal I could find.
