A Sodium hydroxide (lye) based stripper would work the best for removing multiple layers of exterior paint from concrete. A pressure washer will just spread the chips all over the place. You just use as much water as you want paint remover. A gallon will be a good amount to begin with to sort of experiment with. Add corn starch (thickener) to the water first till the water is the color of whole milk. Then stir in the lye slowly till the mixture begins to thicken. Add just enough to make it the consistency of thick gravy. Put it on heavy and wrap the columns with celophane and let it go to work. An overcast cool day would be the best. You should be able to scrape the residue off with some shaped wood slats. I usually cut a notch in the top of a bucket big enough to slide the stick in and scrape the paint residue off. You may need a couple of applications. Lye is extremely caustic, so protect your flesh well or it will burn you. Get elbow-length chemical resistant gloves and keep your flesh covered. Wear eye protection (a plexiglass mask works best). You will have to wash the concrete down with some diluted muriatic acid afterward to neutralize before you repaint.
