If so, use a scraper to get the loose paint, anything stuck enough to stay behind with scraping will stay for repainting too. If you are trying to remove all the paint, maybe a chemical paint stripper and a scraper. And if that's the case, I would skip the PW cuz all it will do is send paint chips flying all over the place.
