Remove plastic hood edge "paint protector" strips?

I'm looking at a used car for purchase. The front edge of the hood and the top of the bumper have those thin layers of "paint protector" on them. It's slightly faded / non-clear now, it looks like crap, the car would look nicer with a few chips that were touched up :-)
Can this stuff be removed without damaging the paint?
