Is your bottom drain equipped with a hydrostatic relief valve? If so, the problem may be fixed from within the pool, with scuba gear, and require no excavation.
The purpose of these valves is to open during the winter months when pool water level is low IF the ground water table rises. These valves allow for an equalizatin of the water pressure that prevents your pool from being floated out of the ground like a Naval Landing Craft.
If the valve opened and failed to reseat properly, or the seats developed a leak, you would loose water and might pick up sand from the soil beneath the pool during operation.
