The problem is for the vast majority of people the economics are not there, yet, for fully funding or even nearly fully funding a car payment. Lets say you do spend $400/mo on gas, get 25mpg and gas is at $4/gal. That means you drive 30K miles/yr. The 30K/miles a year is a lot, much more than most people, (plus for full electric you would need to do it in small chunks with the ability to recharge).
Currently, on average, the average person could probably just about fund the cost difference of a hybrid/plug-in, (especially if they were going to buy a new car anyway)... but as the costs come down, range improves, and charging stations roll out, the economics will improve.
