Sorry - she's hosed. The State of California is completely broke and we need the cash so traffic 'enforcement' is way up. On my little stretch of the 14 Fwy north of LA, what is usually patrolled and ticketed by the CHP is now also patrolled and ticketed by the LA Sheriff's Dept. Both now need a piece of the action, etc.
I say pay the fine and request traffic school online so she doesn't get any points on her license. And skip the court idea. No one there wants to hear her story. They're all public employees and they just look at her as a cash cow. Besides, it's not going to be a unique story so they'll probably get angry at her for boring them.
Anyway, the risk in going to court in California is that she'll almost certainly lose and then she'll have to pay the original fine plus 130% of the original fine as court costs (or at least 130% was what it used to be -- it's probably higher now). That will raise the cost of the ticket to $480 + ($480 x 1.3) = $1104.
