The chassis is far superior, in my opinion. The 9-3SS Aero handles very well. Much better than any other stock SAAB I've owned. The seats are pretty nice too, but doubt they're better than the Viggen. I've driven my buddy's Viggen, but didn't pay much attention to the seats. I'd still prefer my 9000 or 9-5 Aero seats to the 9-3 Aero. The main issue with the 9-3 seats is that the seat bottoms lack adequate cushioning. Other than that, they're pretty good seats. I just did 10 hrs straight in my 9-3 Aero and was in perfect comfort for the entire trip.
My manual is Fusion Blue and I run anthracite 18" wheels. I get tons of compliments on the car from folks that barely know what they're looking at. I've also been told, by a couple people, that it's the best looking SAAB that they've ever seen. Is it the best that I've ever seen? No, but to them it was. For SAAB folks, the Viggen will probably be the better looking car. To the masses, the 9-3SS Aero would probably be the choice.
If your Viggen is aging and reliability is on the decline, the 9-3 Aero would be very nice replacement. I'd purchase another one without a second thought.
