Correct that T-Mobile does not use the 850 or 900 MHz band as their primary service, but they provide roaming service with other operators who do use the 850 MHz band in areas in which they do not own licenses - this is one way of building a virtual "nationwide" network without actually owning a nationwide system (T-Mobile was late to the game in the US and had to build a network this way). Their primary owned systems are in the 1900 MHz band, and an 1800 MHz phone will not work on these systems.
One can find unlocked GSM quad-band phones for less than $50 (a Nokia phone) at places like Walmart or other online outlets; with a bit of looking you can probably find a Motorola phone as well, if that's what you want.
Thanks for the tip on cheap iPhones - I may buy one just so I can run "iRealB" for practicing guitar; I have been using my kid's iPod Touch, but am running into conflicts when I want to use it and she is "Facebooking" surreptitiously while doing homework (oh yeah, like I don't know what's going on....).
