I think until pretty recently all diesels are similar variations on the same basic concepts, and none of them terrifically good. Once you get into the late '80s and early '90s you get turbodiesels, then in the '90s diesels get genuinely interesting. But none of that stuff is going to help you if you're looking for 20+ years old. Might as well get a Benz diesel from some '80s car available in the US. You won't find anything better than those overseas, and least not better enough to justify the price tag of getting it here and keeping it running.
To the point, why not just get a '90s Benz or VW diesel domestically? If you want it to be interesting, you do have '80s Peugeot and Volvo diesels as an option, but I don't see how you could do much better than a late '90s VW TDI.
A while back some students dropped the diesel from a '90s Honda Accord (obviously not sold here) into a KTM (IIRC) chassis and netted some insane mileage as a result. A light car with diesel would be very efficient on the highway, though maybe less so in town. Diesels really shine under constant part throttle, their advantages weaken in stop & go situations.
