Left turn on red

I'm sure everyone is familiar with the little turn-arounds where you go through the intersection where you want to turn left, take a left and come back to take a right turn. Some of them simply have a stop sign which is easy, but in more urban areas they have a stop light. It West Michigan I've seen some lights that have a sign that says you can complete your turn when traffic clears. Otherwise most people seem to treat it as a red light and wait until it turns green. In the Detroit area there are no signs like that and most people seem to treat those red lights like you would a flashing red light (even though it isn't). When traffic clears they just go ahead and take the left turn even though it's technically a red light. I've started doing it myself, but I'm wondering if I'm going to get a ticket. Any opinions?
