That would be the ones who paid more money for the lower quality boots instead of spending less money on the higher quality boots. Manufacturers exist for one reason and one reason only: to make profits. In order to do that, they have to make goods that sell. It is the consumers' job to pick and choose what kinds of good that can survive on the market place (including when choosing to let the government mandate them into buying specific goods thereby relieving the supplier of any need to improve or even maintain quality).
Traditionally Americans and Canadians had high quality consumer goods because consumers took seriously to that individual responsibility and had a longer time preference where they had the financial means and the acumen/will to buy high quality goods that last a long time. Ever since the late 60's and early 70's, the average consumers in the US and Canada have been steadily impoverished in real purchasing power and conditioned to have shorter and shorter time preference. That's why there has been a continuous and growing need for cheaper and cheaper substitutes. Toyota's Toyopet led the early wave as a cheaper substitute for almost identical Chevy engine from which it was copied. After a while, Japanese consumers acquired the purchasing power to demand higher quality cars in their own domestic market while Americans continued to be impoverished; that trasition took only a little over a decade: from Toyopet jokes to the established of Corolla as synomymous with reliabilty. After another decade, when Corolla, Camry and Lexus started to carry price tags that match their quality superiority, the ever poorer American consumers with an ever bigger government on their backs had to resort to Hyundai Excel for personal transportation.
