GM has always been run by idiots, long before the bailout or any government involvement. Note that Ford, while taking the early $8B loan, did not take any bailout funds. As we've seen, Ford was willing to sell Volvo in a reasonable fashion.
Before 1969 the Big-3 had no competition except themselves. People didn't have much of a choice. Once the Japanese arrived and the average Joe was able to compare cars, they stopped buying Big3 products. GM didn't get it and continued to build low quality dinosuars that people didn't want to buy. GM never got a clue back then and they still don't have one. Their management has always been a bunch of incompetent boobs.
That same tradition of "management excellence" is still carried on today with the same level of (in)competence.
