I love this stuff. Let's get rid of R12 because it's bad for the atmosphere, but let's not use cheap x-ane based refrigerants because they are flammable. Oh, wait, turns out R134a is bad for the environment and flammable too, but DuPont Chemical et al are going to line our politicians pockets with money to conveniently ignore those facts. We'll make it look better by requiring a license for R12 (so it must be bad) but make R134a freely available to the public.
Fast forward a few years, and the truth about R134a has started to circulate. IT'S NO PROBLEM. DuPont has a new chemical they can sell us that is slightly more flammable but degrades much more quickly than R134a. As a result, it satisfies some guidelines set forth half a decade ago or so in the EU about future refrigerants, so DuPont can supply the EU AND the US with this same, proprietary gas. Oh, and we'll only sell it in large quantities at a high price, to ensure small shops and individuals can't reasonably get their hands on it.
Or, at least I'm fairly certainly that's how this has played out. :p
